You don't say what city you're in (and there's no info in your profile), but there is generally not a FREE all-inclusive "list" for most cities -- you'd either have to compile a list yourself from publically available documents, or buy one from a business directory or marketing list seller. In the past, I've tried some of the subscription services that allow you to access their databases and build your own lists, but the best services are pricey (and even they are incomplete and often have old/outdated information). If direct mail or telemarketing is key to your business, my suggestion would be to buy a custom prepared (for your target market) high quality list from a proven provider. Hope that helps. Best wishes.
While at Yellowpages.com you can sort by city by looking to the left side of the screen. You could also go to your city government and get a copy of the business license list.
If you are doing your own marketing and you are just starting, your best resoures will come from people you know, businesses that you deal with, and family. I suggest making a list of the three and start there, after you start making money from your free resources, then you can branch out and try different places, like the Chamber of Commerce in the city in which you live.

Where can I find a list of businesses in my city.
Lighthouse has great answers. Sometimes you have to think "outside the box".
Where are you??
First there is the Yellow pages in your area. Then there is Newspapers.
Both list businesses.
Collect Business Cards. Hotels and Restaurants collect Business cards.
Join the local Chamber of Commerce. Go to Trade Shows.
Good luck, LUCKIEST
Just to reiterate/reinforce WITrading, the Chambers of Commerce is a great resource for business listings. Where are you located? Hit up the members tab and share a little info about yourself
