I would do the following:
- Contact my local police department (internet fraud department)
- Block the users IP so that he/she/robot is not able to access the home page at all (however this will also block other visitors who have no bad intentions).
- Enhance Security on my site (depending on what the problem is, there are several solutions).
If this is a some sort of a robot causing the issue then there are several ways to get it to stop.

I agree with you but when blocking IP take extra care when doing that.
About contacting the police dpartment I am not sure about the efficiency against people messing with a website, perhaps when there is fraud but I doubt that we can do somehting against spammers/malicious redirect, bad robots crawling pages every second on your site, etc...
I had a talk with my attorney and things are not easy as we may think regarding laws.
Thanks for the tips! We got it under control with my site. I've been in business 3 years, so I am fine. We keep up with the pranksters as it happens which isn't that often for me. I didn't know you could go to the police. I thought it was more of a federal statewide thing and papers you have to file. I have a couple ladyfriends who also sell jewelry and they have been having some random issues and looked to me for guidance. They don't have the great Webmaster that I have and I feel sorry for them. Thanks for the help!

I have a question....what if you have a web site and someone without a life is trying to do crazy things to someone's web site? By this, I mean they try to join your Mailing List 50 times in one night or they place a bogus order. Is there any Internet rules or laws out there about this practise? It is not SPAM per se, but a more detailed annoyance. People should know that everything is traceable and just because it looks like someone has a basic unsophisticated site, does not mean the people behind the scene are not dummies and can't trace who these people or person is. Unlike a Fortune 500 Company with a legal department, what does the small business owner do? Thank you!
