I'm intrigued! My guess would be that if you're returning an inquiry from a website, contact form, or voice mail message asking for more information, you can leave an advertising message without risk of breaking any rules.

There are illegal ways to advertise to people resulting in a message in their voice mall box, without their permission, and there is also one legal way I know of.
