I second what Luckiest said -- the right time to start one is when you're READY to.
Personally, I am a sophomore in college, going for my Bachelor's of Science in Computer Science (although that status may change), and am 21 years old. I am already in the process of starting my own business.
For me, I am ready for the challenges that come with it because this is something I have always wanted to do.
