First thing : try to visit a BOA office at the border´s area. normally that people are more informed about the requrements because they have that kind of customers every day.
A non-resident living in his country of origin can apply for an account without problem just showing the USA non-resident border crosser card - "Visa" , a proof of his phisical residential address and the legal documents to proof the origin of your funds, like payrol papers from your job, tax documents of your own business, etc.
A non-resident living in USA is not the same thing. His immigration status is different and that depends of each bank rules.

On this special customers (non-resident) Most of the banks require your personal visit to the branch to open the accounts. the employee ask for the documents and several question about your status and the purposes of you doing business in USA.
You can´t open an acount on-line. you need to visit the bank customer service counter.
They need a kind of social security number special for non-residents the name is TIN (tax identification number) and you need to apply for that number at www.irs.gov
