    Major retailers start to sour on new Debit rules

      The so-called experts promised that Durbin rules would save merchants and consumers alike millions of dollars by reducing debit card costs and fees.  Not so fast.  As predicted by many of us in the payment processing industry, this is not the case, as reported by the Chicago
