Don't step on the bubbles!
Provide an excellent product. Perhaps you could offer uncommon flavors or some sort unique approach to bubble teas that can help with your marketing. Also, don't forget to have an online presence to promote your shop. You can easily find a good website hosting plan for almost free if you look around.
Depending on how much experience you have running a business and/or making bubble tea you might be able to start at a local fair or flea market for a little while just get the hang of it and get a system going and minimize your up front costs compared to something like a mall spot.
Make sure you have money to support yourself if you don't have another source of income like a spouse or whatever. It has been suggested to me to have a year of living expenses in the bank and I think that is a great idea but may not be completely realistic for everyone starting out.
Look for food related trade shows, there may be some that have that type of product, especially in California.
