Behind on payroll tax - question

Our company, like many others, is behind on our payroll tax obligation. I just paid q3 and paid up through sept 31. I own for oct and nov and soon, dec. The reason is due to a drop off in the economy. we have since restructured and are now able to meet our monthly payroll obligations including payment of taxes. I do not, however, have the cash flow to support the past due amount AND the recurring monthly amount.

My question, should I start submitted my tax deposits as required by the IRS now and try to work out something with the IRS? Or, should I try to pay off the past due first? My gut tells me to start paying the current obligations, but I know I am getting hit is penalties and interest.
