Consulting rates vary dramatically from one consultant to the next - and that's in all areas of consulting, not just Marketing and PR.
The rate a consultant charges depends on several factors, including the reputation and experience of the consultant; the type of client base the consultant serves; the scope of the assignment; and the demand for the services the consultant provides. The location of the consultant (e.g., large city, urban area, etc.) is also a factor.

Do some research and ask plenty of questions. Marketing and PR are not the same, neither is advertising - ask for references.
Connections are very important for a PR consultant, make sure the person has press connections or understands how to establish those connections, also ask about their understanding of social marketing and how to leverage it to grow your business.
The first step is the marketing and then the advertising and PR, but first address your marketing needs.
