A good "content writer" will do their best to give you a good accurate estimate of the job before they start the work.
They will scope out the requirements by speaking with you about what your needs are, and then provide you with a fair estimate based on an agreed upon set of expectations.
If you want the job completed in a short time frame you may end up paying more. Again you can discuss this with your writer while you are scoping/setting expectations.
The rate of pay for a content writer can be anywhere form 30 to over 100 dollars an hour in the Southeast, maybe more out West
