With you, I would start with an attorney. You are dealing with very sensitive information and there probably are a bunch of guidelines. Hire someone who can explain them from you.
As for the record keeping, we are in a Information Technology age. This means you should probably have a technical infrastructure, (database) for storing and retreiving records.
I am actually going to digitize all the files. I know the process to start a filing company is almost the same as digitizing files. The digitizing is easy. The business is really what I need to understand.

I am completely new to this and might sound a little childish in the eyes of the Pro's. I want to start a Medical Records Filing business. I don't have a clue on how to go about it. I know I have to get a business license. I also know everything I need to know for filing. What I am having difficulty with is the business aspect. I am not too sure of the rules or laws for keeping and storing personal/confidential information. What would be my first step? Do I get the name and business license first? Do I need a special license for Medical Records? I feel really foolish for asking these questions but I have no one to guide me and I don't know where to turn to. Thank you in advance. Any advice would be greatly appreciated.
