If you can find clients, go for it! I'd say to make sure you have everything in place to properly fulfill the customers order. The hardest part of any business is finding customers, so if you can do that, everything else will fall into place.
I always recommend to my clients that if they have an idea, it doesn't hurt to give it a test run before forming corporations, hiring lawyers, getting Tax IDs and all that stuff. I've had more than one business idea that didn't pan out, and I was glad I didn't spend inordinate amounts of time and money to find out it was a flop.

I am thinking of starting up an event decor business but was curious.... where does one find a event decor supplier? or wholesaler?
The answer to your question depends on what type of service or product you have. If it requires your personal and physical presence, then of course start your business within your immediate area, but if its a product that can be shipped or sent out then consider setting up a website to present your business and services.
