Two Words: Business Plan. If you want to convince someone to part with their cash, at very least you'll need to write a garden variety business plan.
If I were asked to invest in you, I'd start with the following questions:
what exactly will the money be used for?
how much money do you need, and how did you come up with that dollar amount?
how will this facebook application make money?
when will i be repaid?
what are you offering in return for my investment?
do you have a track record of success with an idea like this?
Sorry to pepper you with questions, but my point here is that if you want people to give you money, they need to be confident that they will get paid back. That means explaining in great detail how you plan to spend their money.
There's something called the Founder's Fund, which is funds provided by Facebook. You should apply.
Best way - create a solid business plan geared for investment - then seek out local angels who invest in that space.

Unlike most business ideas, Facebook apps are generally so easy to build that you might as well hack it out in an afternoon, get some traction and THEN ask for money.
