Start with referrals. Make a list of everyone you know and let them know you're in a new salon. Call or write to ask them to patronize your salon and to pass on word about it on to their friends, family, and colleagues.
Maybe every month or every other month, send your network and existing customers tips on hair styling. This will position you as an expert stylist and people will be more likely to think of you when they want to change hair styles.
Try printing cards outlining your services and have the cards distributed around your area. Offer some discounts and/or something free with a service. This is the way to go now days. Everyone is offering something. Hope this helps.
