You might become overwhelmed with dreamweaver if you have no relevant HTML/CSS experience.
An easier to use interface for the "begginer" is Microsoft Expression Web.
Microsoft Expression Web is used for the designer of a website, where as Microsoft Visual Studio is used for the devloper of a website(programmer).
Dreamweaver offers the ability to both design and program at a higher efficiency but will become overwhelming to someone that has never tried web design.
Oh and by the way, in response to the other comment, he is the best, I agree, and I am a close second or even last place, I am not sure as of yet.

Of these clients, only about 3 or 4 have a web presence. In addition, I have been prospecting with small businesses I frequent and very few have web services. Given the prices quoted for web design, web hosting etc. there seems to be a niche that I feel I can take advantage of.-

The knowledge you need to be a decent sales person withing web development really depends on who you will be dealing with and their market.
If you are dealing with a small business then you need no knowledge then to understand and be able to read into a business owners needs and concerns, as well as you should have a plan of attack that mimicks the web design company you are working for.
If you are dealing with larger businesses you will be more then likely working directly with the IT department, and they will have vast knowledge, and will consider the company you work for as being incompetent if you cannot explain the difference between technical specs like .php and html.
It really depends on the company you plan on working for and who their market is.
As a rule of thumb, before you start "knocking at doors" to find a web design sales job, you had best get a could understanding of the acronyms of all the technologies assoicated with web development, web design, and the standards and protocols that drive today's internet. The best sales persons in the IT industry have an educational background in IT and/or computer science, but have found the ability to excel in sales.-

I would have to disagree with the poster above. If you're serious about a career in designing and developing interfaces for the web (and other associated platforms), taking up Microsoft Expression Web 2 or Dreamweaver is highly counter-productive. These are tools not used by any high-end professionals in the field.
It's true, you can set yourself up with a little business of doing Mom & Pop pet store sites with these tools, but chances are the Mom or the Pop's son could just as easily use the same programs and produce the same results. In my opinion, that's not an environment conducive to becoming a player in the market. In order to innovate in this field, you have to actually learn and understand the technology.
Being an expert in HTML, XHTML, XML and CSS is a piece in the puzzle, of course (which, by the way, the tools above will not grant you). However, the real promise comes when you have a serious understanding of the way we develop new web technologies -- that comes from a slow evolution of a solid base knowledge like core HTML and it's standard principles.
My suggestion would be to start by learning the very basics of building semantically-correct HTML 4.01 documents. Don't worry about how things look. Worry about how your content is prioritized at the code level, how data is organized by your syntax (e.g. your headers, your lists, etc.) -- "This is a list, it should be coded as a list." These are the fundamentals of web design and development. From there, you can begin seasoning this content by adding stylesheets, etc.

Do I need to learn web design or are there web design companies that I can work for. Can I get training on web design, web maintenance, I can knock on doors and generate leads.
