I recommend to setup a social network on http://www.ning.com/ . Once you do that you can "map" your domain to the ning social network and once you do when people access your domain name they will be on your new social network.

By using http://www.ning.com/
it will save you the time of setting up a script , hosting and other tasks that might require you to hire someone else (dependant on the level of your knowledge).

If you're just plain set on having your own social networking site then there are plenty of open source and even "easy to use" commercial solutions, but in reality your better off advertising on other social networks or setting up some sort of niche forum. That's just my opinion and had nothing behind it as far as proof, but you have little chance of starting the next facebook or myspace, but if you think you have a good enough idea to be worth trying I say go all out and get yourself a real developer, if you don't even believe in it, then why would anyone want to join?
