Consulting in Georgia and understands Micro and ARC Loans?

Is there anyone offering a business statup consulting in the Georgia? I am starting my own business and needs some help with Micro and ARC Loans. These loans are supported by the SBA and government. I would like to get a business plan that will help in securing a good startup. I have a target community for my business.
