I am a military officer that developed a flashlight that I used in Afghanistan and would like to develop and sell. I need to find out how.

Look on Google or Bing.com for flashlight manufacturers. You will need to get an IP (intellectual property attorney) maybe you can sell the idea prior to prototype.

Maybe you should also use your military contacts as well. (of course I have NO idea how that works...)

FIRST, establish product utility, product benefits, and product features ... in each targetted. Then, get a patent in each targetted market. You must first have a product that consumers need, want, and like. Then, do the patent.
