Your local Small Business Development Center (SBDC) - free service - can help you research and write you business plan. As they are partly funded by the SBA - they can also give you all the information you need regarding SBA backed programs.
You can also call around to your local banks and ask if they offer SBA lending. I recently saw an SBA report from Karen Mills that stated that many local banks are now offering SBA products as the national lenders have been pulling back. This means many banks in your area that may not provided SBA loan in past - may be doing so now.
Contact these bansk - find out who is doing it - get their application packages - take the package to your local SBDC or SCORE - and let them help you complete it - all for free (only requires your time).
