I am just starting out with and investment business and have little capital wondering if I should apply for grants, loans, or credit line?

What kind of business do you have?
You'll want to start with as little outside capital as you can,
while still making sure that you don't hurt yourself on working capital issues.

You can get SBA loans, as you probably know-- but they require collateral.
I'm not aware of anything except angel financing that doesn't require money down--
at least not in the US.
