I am having 12 years of IT experience and looking forward to start up my own IT consulting company...I built very basic website of my company => www.obliquetech.com and planning to launch early next year.. I would like to know what's the possibility and p[rocedure to get operating funding thru angel investors to lift this company from ground.

With your experience, why try and get funding to consult? I started my heavy aircraft technical consulting business by mailings to banks, leasing companies, hedge funds and people I already knew. I have been busy for 13 years...straight.

Put together a resume sort of brochure about yourself. Tailor your mailings to companies that are in line with what your best technical skills are. Stick to what you know...don't try and fake what you don't know.
