Maybe there are other companies that you can consider partnering with? Such as companies that deal with security alarms? With this post 9/11 era, I would assume that there would be a market for greater security in general. Definitely think about who your natural partners would be in this industry (e.g. security alarms, security fence installers, etc.) and maybe promote each others business. I also think a website is critical. So, it's great that you are building out your web presence.

If you don't have a website yet, you should really consider it. A website lets your consumers access your information at all hours (not just business hours), from the comfort of their own home, and from very far away. It's also a useful tool for building a customer base at very little cost to you, as opposed to some of these other advertising options you've been looking at.

Building a website is a lot easy than it used to be and if you don't have the time to invest in it, you can always hire someone else to make one for you.

Doing this will cost an other $1800 just in supplies not counting labor cost. Do you have some kind of research showing this will pay off.

There are some free resources that you could use to advertise your business. Of course, a website is always a great start.

I'm not sure if you're familiar with Virtual Assistants (VA's), but a VA could definitely assist you in very low-cost marketing efforts, even free marketing efforts, and creation of your website (low cost). If you would like to find out what a VA is and how you can team with one, check out my website. We'll get you on the right path.

Join a networking group to build relationships with realtors, home improvement and other trades people who can refer you. A referral is worth a lot more than people think, as the path to selling is already paved with an element of trust.

Take a day or two a week and do cold calling, either on the telephone or in person. You would be amazed with the results, and expect rejection. As for businesses that have been robbed, get the daily paper and call each one of the businesses listed - that sounds like a perfect target market!

Check out your local Craigslist and see how busy it is. Write up a short sales letter and post in in business services and home services. Craigslist ads are free and they have been very productive for me, since people look there for local businesses.

Join the local Chamber of Commerce and get on the agenda! Also try Kiwanis, Rotary and Lions Clubs.

I have always found that if you give your audience free information it helps quite a bit. I suggest hosting an inexpensive speaking engagement where you might even partner with another business that compliments your line of business. Offer a free seminar on Home/Business Security. I'm sure you can think of lots of topics but here are a few ideas that come to mind:

Free Home Security Seminar - Hosted by you & a Security Alarm Monitoring Company
Free information on how to protect your home from invaders

Free Small Business Security Seminar - Hosted by you & Same as above or another vendor
Free information on how vulnerable you really are. "It's not safe out here"
Do you have a plan for your businesses security?

It need not cost you much at all to host it at a convenient location the main point is that it gives you a platform to get in front of hopefully hundreds of potential customers. Having them show up is half the battle but when you give awaysomething for free, they usually come in droves. When prospective customer show up, give them a coupon towards your services as well as any marketing materials you have.
Also, I agree that you need a website. I can go on and on. Hope this helps.
