how many people you have on your team? You will need people to make this happen for you. I would go with PLESK or CPANEL for control panel but this is not even the beginning, it takes time and money to build a hosting company with owned servers. However, you can always go the cheapest way, which is renting a dedicated server which gives you the licenses to host unlimited domains on the server.

Sorry, the question you have asked requires a professional consult myself to write pages of stuff regarding building your own hosting company.

what is your domain name? you have to run a php script that checks with a whois server, similar to livedomainsearch.com.

You can check out iamawebhost.com they use the same software we use at pagebuzz.com. It provides all the tools to run your own website hosting company if you don't know what you are doing.

They have the domain lookup, automated signup and the tools to manage your clients, login to their sites and so on. You can get started for about $25 which is a cheap turnkey business.

I have noticed my preferred web hosting company has not recieved any sign ups as of lately.
