bsimms, welcome to the community. I think you may have overlooked a disclosure that's required when marketing this on-line (leaving it off could cause some big trouble for you in some states):

These programs are NOT insurance. These programs do NOT make payments to the providers of medical services. Members are obligated to pay for all health care services, but will receive a discount from those providers who have contracted with these discount programs.

You are correct AmeriPlan is NOT Insurance. We point that out in several locations on our websites. Our online video also explains the non-insurance aspect and explains the members pay the discounted rate at the time of service.

Both of my sites are in compliance to State laws and have been reviewded and approved by AmeriPlan® Corporation.
