Nutrition Education for Public Schools

Hello Everyone! I have a business that I've been in and out of for the past 8 years (or so) that I would like to make full-time. In my business, I create nutrition/wellness programs for local school districts and other youth organizations. My vision is that I can take this on a larger scale, but as most of us know, the funding for public schools is very poor. Therefore, I've been meeting challenges with growing my business in the way that I would like. The need for this is definitely out there, but the money isn't. Is there anyone out there that is business-savvy that can offer suggestions on how to possibly get the ball rolling so that both sides (myself and the schools) benefit? Any insight would be greatly appreciated! :)

I have a business plan that needs to be updated. I previously operated my business in Illinois, but now I am in New York City and I'm interested in proposing my services to the NYC Dept of Education.
