Can my friend possibly loan for a small business

Hi everyone my name is ing and i have some questions about loan for a small business.i had a friend that been working at japanese restaurant for 3 years and was thinking to open his own small restaurant.his credits score is 700's,had a home which is he just bought it a year ago.he did asked a broker and the broker asked him to write a business plan.my question is : do all the banks need the business plan?is there any bank that can loan without a business plan?and for the starter,how many % interest for the loan ?
