Can you have a business that is for profit and non-profit?

Is there a way to own a business and charge a fee for services as well as receive grants from the goverment to provide additional assistance to the community? An example would be to have separate departments within one entity; one department would be for profit (charging a fee for services) and the other would be non-profit by helping people in the community that are not able to afford services (receiving grants from the government).

There are ways to charge a fee for services, receive (or benefit from) certain grants from the government, and provide assistance to the community -- but I don't see how you could set up a department within a company in a way that would let it attain non-profit status and still operate within a for-profit business. From the perspective of the IRS (or state taxing authorities) if an enterprise is not a government entity, and if it doesn't qualify as a charity or non-profit organization, then it is a business.

Join two entities. One for profit and the other non for profit.
