Staffing Business - Getting OUT of the High Risk Pool

I am the founder and co-owner of a staffing company that has been assigned to the high risk pool.
Every new workers compensation code that we add, we have to pay a deposit to use it.
I have been looking for a workers compensation company that is willing to accept us. We have been turned down by all of the major workers comp. companies in our area. Our experience raiting is 1.47. We currently use about a dozen codes ranging from clerical to industrial. We are interested in speaking with anyone who thinks they can help.
