I assume you're not working as an intern for a TV production company, don't have an agent, aren't enrolled in a university writer's program that's linked to a studio, and don't live in Hollywood where you might be able to schmooze with industry insiders. So . . . every studio has a development department with sub-groups for new sitcoms, new comedy shows, made-for-TV movies, etc. You'd want to get an appointment with the appropriate VP at each network that might be appropriate for your show. He or she is the person responsible for finding new concepts and ideas. That individual is a LONG way down the org chart from the people who'd have the power to actually put the show on the air -- but it's the place to start.
