Start up loans for a new business, without established credit

Anyone know of any resources that helps new business get funds to start a small business? I have been a Chef for 21years and now am able to start my own restaurant. I am leasing a location which I just got in Dec, 2007 and want to open Feb,2008. Most financial institutions want you to already be in business to get start up capital. Is there anything out there for the struggling starter upper?

I'm a commercial banker and after reading your email it looks like you might be a good candidate for a SBA 7a loan. These loans are subsidized by the government and will offer you acceptable interest rates. I concentrate on commercial real estate loans, but I might be able to help you obtain your LOC.
