Where can I find investors for a 40 cabin mountain resort & 50 room boutique hotel in a 340 acre property in Costa Rica?

I am a consultant looking for investors for a developer who owns a 340 acre mountain property in Costa Rica. It has all utilities and roads, and I need investors for building 40 homes and a 50 room boutique hotel with all ammenities. There is a natural spring with plenty of water for a bottling company also.
The property is located in the high end community of Escazu, only 30 min away from San Jose, the capital of the country, and it has beautiful views of the entire city and the Pacific coast

How long will it take to build 40 homes and a 50 room boutique hotel with all amenities.

The owner is looking for $ 15,650,000.00 USD. This can be in a partnership or a loan with a 5-9% annual interest rate and a 5 year term.
The property can be Title Insured by Chicago Title or Land America.
This project has a very interesting aproach by developing only 40% of the property with three diferent types of income:
40 deluxe homes, a Boutique Hotel with all ammenities and a Spring Water Bottling company that can produce up to 40,000 bottles per week.

I am a Private Consultant registered with NAR and GLOBAL. I have 20 years experience on Costa Rica. My Florida office provides help to US citezens that want to purchase properties in Costa Rica but are afraid to do so by themselves. I also help developers to finance their projects.
For this project there is a business plan, with all legal and financial documents in order. This is a 5 year project that needs $15,650,000.00 USD to be completed in that term. There is Title Insurance, and a nice video presentation available.
